The purpose of the Office of the Registrar should be to ENABLE Virginia's citizen's right to vote.  Where a voter's identity and intention can be reasonably ascertained, the vote MUST count.  Votes should not be disallowed because a voter used a middle initial or "Bob" instead of "Robert."  This is all a little too familiar for me.
