It is important to the citizens to have the legislation periodicaly reviewed and adjusted as needed to fit the times.
Some legislation is no longer effective and needs to be revisited and rewritten with the new goal in mind.
Some just need to be removed and let die off. Good to see the elected doing what they are paid to do.
