 I Support  CONTINUING TO REQUIRE in the proposed regs the direction that  transition services be put into effect when the child turns 14 (two years younger than the federal guideline)  .  Parents and children need to time to research, reflect,  and plan for postsecondary educational and functional goals well before the age of 16.  This is necessary in order to create an appropriate curriculum that can improve long-term outcomes; and in the process to accumulate information needed for decision- making on further education, employment and independent living.
