We must think, what is best for these kids?  The answer a loving home with loving parents.  Religious foster care and adoption agencies can and do provide this.  It would be a grave mistake to reject them and drive them out of business.  These organizations need to be embraced for the betterment of these needy children.   The state of Virginia has not right to exclude these organizations.
