The new regulation should make no reference to sexual orientation.  If it did so, it would force many religious adoption agencies to forego engaging in adoption placement in the future, to the detrmiment of children who need homes and adoptive parents.  Do not put the interests of an adult special interest group ahead of the needs of these children.  Adoption should be looked at through the prism of what is best for the children, not what rights do the adults have.
