I oppose section 22 of VAC 40-131-170. Private agencies are just that PRIVATE. They do not need you telling them to do immoral things just because YOU think it is OK. Are you now in the business of social engineering? If you answered yes you need to resign immediately. Thats not the role of elected officials.
