I'm not sure what the Virginia adoption agencies or the Virginia government is trying to accomplish - make adoption impossible with more regulations or squelch all adoptions altogether?  What ever it is, I suspect we have enough 'regulations' already.  Second, adoptions should be about putting at risk kids into safe homes, homes comprised of a male and female married couple.  Any other characterization of 'safe homes' is not worth of consideration, in my opinion.
