Page 36: Caretaker definition
Caretaker- anyone 18 and older living in the home
Suggestions: Any adult in the home who has been approved/designated by the LCPA as an alternate caretaker.
Concern: Someone who does not have the mental/physical capacity i.e. older children, elderly, or others who lack the mental capacity should not have that title.
Page 42: Youth definition
Youth- children in foster care between the ages of 16 and 18 and former foster children ages 18 – 21 who are transitioning to self- sufficiency
Suggestion: Should use the ages of 14-18 and former foster children 18-21.
Concern: The age of 16 is not consistent with independent living training that is required to begin at age 14.

Custody should be defined in the regulations as it is often referenced throughout the regs, and clarification as to physical vs. legal custody. For example, on pages 47 and 48, the issue of capacity is addressed and refers to the Licensee having custody of children when the LCPA does not have legal custody of children.
