I firmly believe that self defense does NOT have a boundary line and that carrying a weapon, either concealed or open, allows law abiding citizens to protect themselves.  Only the criminals like areas that render the citizen an easy target.  In my opinion, The 2nd ammendment  should be the standard.  I do NOT go where my gun cannot, in most cases.  I believe that if the state says no weapons, then they are assuming the liability for the safety of all who use the area.
