Please keep 12 month certification periods and the Interim Report as they are now.  It will be overwhelming on Eligibility Workers to go back to 6 months recertification.  I do not feel that the change would decrease the error rate.  I think a penalty should be in place for late Interims, as they are for late Renewals.
