SNAP Renewals - Interim Reports
 

Many years back, the state went to 3 month recerts in an attempt to decrease errors.  The thinking at that time was that the more frequently the customer's were reviewed, more errors would be eliminated. As a result, our error rate throughout the state went thru the roof!  We learned the hard way that just Increasing the frequency of the renewal did not decrease errors.  It only made things worse.  

Going back to 6 month renewals would be unmanageable simply due to the sheer volume.  I understand that this is not always the best reason not to make a change, but, in reality, we can't hire more people to manage the increased workloads.  Agencies already spend an enormous amout of time and money sending out the SNAP renewal packets each month.  As policy stands now, all recertifying customers must be given the opportunity to complete their reviews by the 15th of the month.  Doubling the number of appointments during that time frame could be impossible.  Plus, we already have issues with shared interviewing space, so we attempt to do as many telephone interviews as possible.  

If the choice is simply  between 6 month renewals,  or 12 month renewals with the Interim Report, I would have to choose the latter.   Though I would prefer 12 month renewals with no IRs., and having the customer be accountable in reporting all changes.  If the IRs are kept in place, they should be simpler - as was their original intent.  No second notice should be sent, no proration of benefits if they are late.

If the Interim Report can be pre-filled and mailed from the State, what is the possiblity of the renewal also being prefilled and mailed with the Notice of Expiration from the State?  Now that would be a time-saver!
