Certification periods of 12 months with IR at 6 months should remain.  The exception is that the SSI population  and the aged population over 65 years requirement for Interim reporting should be deleted.  This is a disservice to those who are SSI disabled with a mental handicap or disability that prevents them from returning these reports in a timely manner.  Our aged customers are also at a disadvantage due to disabilities as well.  Their benefits are being discontinued and they end up reapplying for benefits after their cases have been closed.  The  IRs are not user friendly for this group of customers; they end up being penalized for their age and their disabilities.  The Federal and State need to become more sensitive and more proactive to the needs of this population.
