I am very much in favor of  protecting the Chesapeake Bay. However, the proposed nutrent levels for golf course fairways and roughs are too low to produce a  thick healthy turf. A more workable number for nitrogen levels would be 3-5 lbs. n/1000 sq. ft. for fairways and up to 3 lbs n/1000 sq. ft. for roughs.
