SNAP IR's
 

To the point, if the only choice is to either keep IR as is or have a mandatory recert & interview every 6 mths; I would have to opt for the IR as is.  I constantly hear "don't make a barrier for the client".  Having a recert at 6 mths that requires an interview with the client is a barrier to many clients.  Many clients don't have jobs or transportation and have to rely on someone to take them to their interview, etc.  In the city it may be easier due to mass transit, but in rural areas there is no transportation.  It is our job as an EW to help the client as best we can, but it seems the client should have some responsibility in continuing their benefits.  It IS their benefits, so they should have an interest in keeping these benefits in place.  There needs to be consequences to the SNAP recipient if they have not done what is expected of them.  Loss of some benefits, prorated benefits, etc.  If the client is in need of these benefits, responsibility should be on them to keep  benefits. 

If there is a choice to not have any reporting at 6 mths, this would make things more simple for the EW as well as the client.  Instead of the state sending and IR, they should send a reminder letter. In bold, bright red letters at the top, they could state, "You could be prosecuted for fraud if any of the following changes have occured in the last 6 months and YOU have not reported them to your EW". And then list  in 1.,2., 3. format the changes they need to report and state right beside the change what the client is required to provide to the EW for that change.  Make the client responsible for continuing their benefits. 

You know the saying, "Nothing in life is free", you have to work for it.  The client needs to put in the work and effort to make sure the EW has what they need to continue benefits.   The client needs to help us help them.
