I am in favor of keeping interim reports with a few changes. Go back to the client has to report all changes in their situation on the report form and provide verification of the changes. If client does not return the report form timely, prorate their benefits like late recertifications.
How the worker learns of the change should not impact the was the change is processed. Right now if a worker learns of an address change by returned mail from post office you handle it one way, but if client reports it you handle it another way. How you address the shelter expenses is handled differently depending on how you learn of the change. This is not simplified reporting. It is confusing for the worker and for the clients. Simplified reporting also makes trying to process Fraud cases a nightmare. If clients had to report all changes within 10 days and provide verification of the change within 10 days, this should reduce errors on cases, both client and worker caused.
