I feel that 6 month certification periods would be appropriate because the majority of recipients do not understand the Interim Report and rarely return the report timely and if the do return it timely they do not submit it with the required verifications.  The amount of time and postage that is wasted could be utilized more wisely by simply completing a renewal.
