I have not read the entire act, but from what I have read it seems to me that the people who would oversee this endeavour are mostly from the agriculture side and have little if any at all knowledge of what it takes to run a golf course. As a municipal course with a small budget I would be spending funds for this program that would be sorely needed elsewhere. Golf course superintendents are taught to be good stewards of our enviornment, and we hold ourselves to a higher standard than is mandated. It seems to me that this program, if passed, will punish those who are already doing their best to protect our resources. Before I could fully support such a program I would have to see firm data that supported what is proposed
