If there is a legally issued permit via the established licensing process in VA, then there should be no restrictions placed on the permit holder regarding concealed carry. The applicant would already have established that they are of good character and are complying with the state laws. Therefore, my view is that there should be no restrictions.
If a need exists to prevent target shooting or other casual discharge thus preserving the quiet of the wilderness area;s, then proclaim guns could only be discharged if a self-defense use is necessary. This would be a common sense approach that I think most reasonable people would accept.. The defense against rabid animals, criminal attacks and similar would be covered by such a policy.
