RGGI must be a central element of a Virginia Energy Plan In this time of a Climate Emergency.  RGGI is a key tool in our tool box to fight climate change and keep the global average temperatures below 1.5 degrees Celsius.  RGGI not only contributes to reducing GHG, it also generates revenues to address sea level rise and flooding and finances efficiency improvements for low income families.
