RGGI has been in place in several regional states and has been successful and affordable. It is difficult not to find the DEQ report intentionally misleading as its conclusions contradict the ongoing success in other states. If an assessment from a more varied, less politically oriented group can determine that the program is truly not meeting its goals, then that means that the program is not being properly executed and the responsibility is on the Commonwealth to make the appropriate corrections, not throw the baby out with the bathwater. And, we will not even address the credibility of a supposed environmental evaluation of the plan that claims that coas is a clean source of energy.
