I believe the proposed guidance document is a responsible and constructive, common-sense initiative, which respects legislative intent and fundamental parental rights.  There is no justification for school systems seeking to foster an adversarial relationship towards the parents of the students.  That would be true in any setting, but it is particularly true in a context where the public schools are funded by taxes paid by all citizens, and where economic constraints prevent parents of low or even moderate income from educating their children in other settings.

I would particularly urge that the final version of the document explicitly specify requirements, rather than just suggestions, for steps that schools must take to implement the law.  Otherwise, just as scofflaw school administrators at one time ignored or obstructed laws requiring racial integration, we can expect the same kind of defiance and obstruction today.
