Customized Rate Guidance Comment
 

Section 7.2 contains substantial changes for Sponsored Residential programs. Section 7.2 will make it next to impossible for anyone to receive customized rates within Sponsored Residential programs. It only recognizes 1 person in the home as being the one providing services. The proposed guidance will discount many hours of work that could be provided by backup workers who live in the home as relatives of the provider.  ALL backup workers are trained professionals who can be of great benefit during times when it is most difficult to obtain well trained professionals. These services make the difference for people who are receiving services  as they cannot have someone who is the family they but will not be considered or recognized within the customized rates framework.  It is a benefit to the individuals  to have familiar staff, they can count on who know them and care about them. Not being able to pay for more than 1 person limits what care can be obtained as people need need to be able to work for pay. It is more difficult than ever to find people who are willing to work part time, evenings, weekends or holidays.
