Guidance Document Change: In 2021, the Virginia General Assembly passed House Bill 1904 and Senate Bill 1196, and was signed into law by Governor Northam. The law establishes new requirements to support culturally competent educators in the Commonwealth. The Guidance on Cultural Competency Training for Teachers and Other Licensed School Board Employees in Virginia Public Schools was developed for the Board to fulfill the statutory mandate to provide guidance on the minimum standards for the local training requirement.

Culture competency is defined at home
 

Once again, the VDOE is urging teachers to take on the role of parent. Most of the things outlined in this document are the rights and responsibility of a child's primary educator - the parent. What issue was this legislation and resulting Guidance Document in response to? If problems are so glaring as to require more teacher training, evaluations, and red tape, wouldn't they be easily identifiable by the general public? Or even more so by the teachers, parents, and students involved in the public school system? Please stop overburdening our teachers with more bureaucracy and hoops to jump through and just let them teach the subject(s) they are certified and impassioned to teach.
