As a state employee, I can tell you there are many people who this bill would benefit.  We always side with being a "small government" state and here is our chance to prove it.  We need to stay out of the personal lives of employees, and this minor change accomplishes that while also expanding health coverage.  This proposal costs the state no money, since the employee would be covering the full burden.
