Thank you for this solid solution to help those lacking good available health insurance. This is the kind of thoughtful policy that we need to get all citizen's in a better position to take care of themselves and out of the emergency depts which are being used as primary care offices at public expense. I wish those opposed would just read the proposal.  There is little or no risk to them financially in fact there is more risk in not insuring people in a rational way. The public just ends up picking up the pieces after people's health just spirals down because they cannot pay the extraordinary cost of individual helath insurance. This will allow for preventive care for those who are eligible.
