I have read many comments that insist that this should be supported because it will not cost the taxpayer anything.  The people added will pay 100% of the cost for the premium.  The problem is that insurance companies base premiums on defined risk and this amendment will add unknown risk to the pool of insured.

If insurance companies have unknown risks to provide coverage then the rates are going to rise for all to cover them.  The language of this amendment allows for much greater risk which in turn will increase the premiums for all insured which in turn will increase the taxpayer burden because of the state employee portion that is covered will rise.  If this goes through then all who are covered are guaranteed to see increases in premiums.
