I favor this action, which may be the best that can be done in the current environment. Virginia denies the right of same-sex couples to marry and therefor the right of state employees to obtain health insurance for same-sex partners under any circumstance.  This action would not result in the benefit of subsized health insurance that is available to spouses of employees and therefore also would not be paid for by taxpayers.  It's a step in the right direction.
