I am in favor of Health Benefits for "otherwise qualified adults." With economic times as difficult as they are, Virginia State Employees deserve the best health benefits possible. It is not uncommon to have multi-generational families living together.  I'm very aware of adult children and sibling families living together due to recent lay-offs. The adults are actively seeking jobs and don't have health care for themselves or their children. So whether parent, sibling, child, or dependent, all deserve health care.
