I strongly support this measure, and hope its success encourages the Legislature to finally permit local jurisdictions to extend coverage in the same manner if they so desire and request.  There is NO legally or morally defensible reason why legislators from differing counties or cities of the state should be permitted to deny another county or city the authority to offer benefits to its employees as those jurisdiction's legislators and citizens see fit!  The Dillon Rule is archaic and undemocratic, and emblematic of the political disgrace that is Virginia's legislative system.
