Thanks for proposing this common sense and practical reform that will help many hard-working Virginians without costing much money.  It judiciously avoids endorsing one household over another, eschewing the religious bigotry that has undermined universal heath care on the national level.  Plus One will help grandmothers, grandfathers, siblings, maiden aunts, funny uncles, LGBT folks, etc. -- that is, all of Santa's helpers that make the nuclear heterosexual families bearable for many girls and boys.  It will also help to attract creative people to Virginia: we need unconventional people and their ideas for the economic growth that will keep the American Dream going for our children.
