I urge you to support this proposal for expanded health care benefits for two reasons.  First, the flexibility of this proposal supports all families of state employees; and it recognizes that contemporary families come in many complex configurations.  Second, it would greatly enhance the competitiveness of the University of Virginia and other state educational institutions in their recruitment and retention of outstanding faculty and staff.
