It's time we recognized that families come in different forms.  By allowing one other qualifying adult and their children, this change allows those in commited relationships who choose not to marry or who can not marry to recieve equal benefits and makes the state of Virginia a more appealing employer.  I believe limiting the extension to one other qualifying adult in lieu of a spouse satisfactorily addresses financial concerns.
