I think there should be no debate about the change, as proposed.  It only makes common sense that concern for the health of people you live with should lead to employee benefits that cover them as well.  There's a need throughout our economy to build bridges for the welfare of loved ones of public and private workers alike.  Virginia should be for lovers, in this sense as well!
