Providing the benefits, paid by the beneficiary, at no cost to the state
 

Providing access to health care insurance benefits in this day and age of often unattendable costs will provide benefits to numerous parties across the Commonwealth: the persons insured, the hospitals that will have their costs paid for those that suffer a health tragedy, and the insurance companies who have more persons covered. 

Offering such benefits will bring many Commonwealth agencies closer to current benefits practices of many top U.S. employers across the nation (e.g., over 60% of Fortune 500 companies), and allow the Commonwealth to be a more competitive employer.

The Commonwealth is short of funds as it is. Many essential services are not being currently provided. Those covered indeed with this proposal must indeed do so at their expense and without cost to taxpayers.
