I support this proposal!  This kind of legislation would be a step on the way to more equal rights in Virginia.  For me, this is not just an issue for same-sex couples (who cannot be legally married here) but it affects heterosexual couples who aren't married as well.  Personally, I face a situation where I cannot recieve benefits through my partner's employer because of Virginia law.  Although we are not employed through a state agency or higher education facility and the passing of this regulatory action will not affect me personally, I support it because I support equal benefits for all and I hope it can be a start to something that will benefit me down the line.
