There are two basic ways our Commonwealth can make itself more attractive to the most desirable job candidates:  we can raise salaries, or offer better benefits....   or we can pinch our pennies, do neither,  and wonder why other areas draw away the best qualified and most capable people, and we wind up getting a lot less for our money anyway. 

Extending benefits is a cost-effective enhancement, and will save us all money in the long run.
