There is no cost to the taxpayer
 

I think an important point to raise regarding this proposal is that we are merely providing ACCESS to the "other qualified adult" if this is enacted.   The add'l qualified adult would be responsible for both the employer and employee portion of the cost of the health care, unlike the state employee, whose health care is essentially subsidized by the state through the payment of an employer premium (all the employee pays is their employee premium).  Anyone who is claiming this is going to cost the taxpayer money and is vehemently opposing it for that reason isn't reading the proposal.

And of course it goes without saying that we are already paying for the uninsured and underinsured when they use emergency or indigent care instead of paying for an insurance benefit.

Finally, I don't know how anyone can be morally opposed to providing health care coverage to anyone, period.   Shame on them.
