Why is it everyone who says this is unconstitutional doesn't tell us which of the Constitution of Virginia's 12 articles this violates?  It seems "unconstitutional" has lost its serious meaning, instead becoming a word to apply to anything the government does that you don't like.

Of course, those who say that this will cost taxpayers nothing also don't explain why they say this.  I hope it's true, that would make this even better.  It's also believable, since adding people to a pool of eligibility need not increase costs for anyone.  But assuming that there is either no increase in cost to the taxpayers, or only a minimal one, I strongly support this plan.
