This bill is a step in the direction of fairness and simplicity.  It breaks down the arbitrary exclusion of some from a system that works best as it expands the number of people it covers.  If enacted, it will spare many state employees and their families from needless anxiety, and from a practical point of view it will help Virginia's universities recruit the best talent in the nation.  It has my full support.
