Virginia is long overdue for this sort of policy change.  As a university professor, I know that this is particularly vital if Virginia's state institutions of higher learning are going to remain competitive. All peer institutions I have worked at (Universities of Washington, Wisconsin, and Arizona) have similar policies already on the books.
