I strongly support this proposal and believe that it can benefit Virginia's employees, their significant others and in turn, the services provided to the Commonwealth.  Health care has become so critical in employment decisions. The Commonwealth is potentially losing its most important resource -- its employees -- who may choose other states or industries that do offer health care benefits.

I am hopeful that this policy proposal will be enacted under Governor Kaine.
