Where does the funding come from?  Are we to cut the highway budget?  Do the schools take the hit?  - -  The bottom line is we don't have the financial resources.  The employees of the Commonwealth knew who received benefits when they took the job.  Nothing has changed.   - - If we had additional funding this is not Virginia's most pressing need.  Jobs, roads, schools and raises would be much more appropriate.
