Expanding the range of people whom university employees can include as covered "extras" under their health insurance plan would permit  our state universities  to compete for top-drawer employees who otherwise would not even consider coming to Virginia.   It costs the taxpayers nothing and provides a valuable extra benefit to many.  A win-win.
