Those arguing that this is a burden on the taxpayer (of course, people who might benefit happen to be taxpayers too) are just plain wrong.  This is simply an opportunity for members of an employee's household to buy insurance at their own expense.  As others have noted, it is actually quite likely to reduce taxpayer costs for emergency room care or even Medicaid coverage.

Also, this clearly makes excellent business sense because it will improve the Commonwealth's chances of hiring and retaining highly qualified workers.
