As I understand the proposal the full cost of additional coverage will be on the employee.  This will save money for Virginia since it doesn't add to taxpayer costs and it will reduce the amount of indigent care the State may have to provide.  Seems like a no-brainer.  This is more fair to all employees, although not having to pay extra would be better.  Still health care is not an automatic benefit of marriage.
