I am opposed to this proposal for several reasons but first and foremost is that we simply can't afford this feat.  How will affording benefits to people who are presently ineligible help the current budget situation?  I think this is a poor choice of how to spend time and money when we are experiencing budget short falls.  This should be tabled and time should be spent focusing on solutions to some of our problems instead of creating more deficit.
