As a citizen of this great Commonwealth, I want to voice my concern.over this proposal.                  First of all, this bill is in direction violation of the Constitution of the state of Virginia. Second, it will obviously cost us, the taxpayer, more money along with the costing more for the state.  Not a good idea...especially in this economy of over-arching government control and taxation.
