Not only does this bill violate Virginia law, it will neccessarily increase state costs, which will be covered by increased taxes on all Virginians.  It is ludicrous to think that someone not related to the state employee and who happens to live in the same dwelling will be considered a beneficiary of state health benefits.  This bill goes way beyond benefits for gay couples; it will open a Pandora's box of fiscal irresponsibility, corruption, and fraud.  Need insurance?  Just move in with a Virginia state employee!  It will bankrupt our state.
