This proposal clearly flouts the will of the majority of voters in the commonwealth, and is yet another example of an arrogant elected official (in this case, a lame duck!) who has chosen to ignore both sense and morality in privileging a loud minority.  Note:  it is immaterial whether as this amendment is currently worded there seems to be no "expense" to the commonwealth.  Experience has repeatedly shown that such "no-cost" benefits are soon supplanted by real increases in program costs.  At the very least, this proposal must be deliberated by the legislature in Richmond.
