Thank you, Governor Kaine, for identifying an appropriate and needed change.  It is overdue for the state to match what the business community in Virginia is already doing to keep us competitive for attracting and retaining quality employees.  This will be accomplished at no additional cost to the state, and will assist many people without health insurance (saving Virginia citizens the cost of emergency room visits or people not getting needed health care).  Thank you for keeping Virginia moving forward!
